Kampala, Uganda | By Michael Wandati | Abbas Byakagaba, an expert on counter terrorism, has officially assumed office as the Inspector General of Police (IGP).

The handover and takeover ceremony at the Police headquarters in Naguru, Kampala, was officiated by the Minister of Internal Affairs, Maj. Gen. Kahinda Otafiire.

During the event, Assistant Inspector General of Police (AIGP) James Ochaya succeeded Maj. Gen. Geoffrey Katsigazi as the Deputy Inspector General of Police (DIGP).

Abbas Byakagaba assumed the role of Inspector General of Police (IGP), replacing Martin Okoth Ochola. The new IGP, who previously served as the Director of Counter-Terrorism, had retired after his contract expired.

Mr. James Ocaya, officially assumes the role of Deputy IGP office during a colorful ceremony held at the Police headquarters in Naguru.

His career is distinguished by his counter-terrorism expertise, having undergone specialized training in the United States.

His retirement was part of a larger departure of senior police officials whose contracts were not renewed.

Martin Okoth Ochola retired from the Police Force in March this year after serving as Inspector General of Police (IGP) since 2018, succeeding Gen. Kale Kayihura.

During his tenure, Ochola implemented significant restructuring within the Uganda Police Force, reducing the number of police directorates and focusing on merging specialized units.

Despite these reforms, his tenure faced challenges, including the increasing appointment of military officers to senior police positions, which occasionally caused tensions within the force.

Abbas Byakagaba assumes office as the Inspector General of Police (IGP) amid a surge in crime, particularly in Kampala.

Social media has been flooded with concerns and heart-wrenching testimonies from victims detailing their experiences. In some instances, the police have released footage showing individuals being violently robbed.
